Agenda reformasi yaitu demokratisasi, supremasi hukum, dan pemberantasan korupsi aktualisasikan secara praktek dengan merubah seluruh tatanan kehidupan berbangsa dan bernegara. Semangat kebebasan yang dipancarkan dari demokrasi dipahami dengan begitu sederhana, bahwa dengan perubahan segalanya akan lebih baik. Seolah semangat telah menenggelamkan segala rasionalitas, sehingga perubahan-perubahan yang terjadi tanpa diiringi oleh pemikiran dan telaah secara mendalam. Tidak mengherankan apabila perubahan yang terjadi kurang substansial, kurang tepat sasaran, dan tidak mendatangkan kemanfaatan yang signifikan bagi kemakmuran rakyat, lebih-lebih justru mendatangkan kerusakan tatanan dan kesemrautan sistem bernegara. Semangat reformasi telah kehilangan rohnya.
